This is the kind of thinking that has California in great financial shape.

This company may use this commitment to purchase power as leverage in raising capital. Unfortunately, the capital markets will be dominated by Obama’s need to fund the Stimulus. So… the utility (a quasi governmental entity) is competing with a real governmental entity for funding. And as most non-Democrats know, competition drives up the cost of financing and ultimately the cost of delivery.

Private capital may intervene here, but this is so far into the future, they would extract a huge return should the thing actually work.
